Nigeria’s Permanent Representative to the United Nations, Jimoh Ibrahim, says President Bola Tinubu and members of his family have unrestricted transit in the United States while attending the United Nations General Assembly.

Envoy addresses speculation

The statement was issued amid speculation that the president could face arrest during the planned UNGA meeting over drug-related allegations previously linked to him. Ibrahim said there had been no notice from the US government restricting Tinubu’s movement.

What the UN agreement provides

The envoy referred to Section 11 of the 1947 UN-US Agreement, saying it protects representatives of UN member states, their families and other authorised persons from restrictions on movement to and from the UN headquarters district when they are travelling on official business.

He distinguished the current situation from the case of a former Nigerian president who was once restricted to a limited radius around the UN headquarters over an allegation that was never proved.

Why the clarification matters

Presidential attendance at the General Assembly is both a diplomatic and political event. The clarification is intended to settle questions about whether the Nigerian delegation can travel and participate without an announced US restriction.

Any further legal or diplomatic development would need to be assessed on its own facts. For now, the envoy’s position is that the applicable UN-US framework allows the president and his family to move without impediment for the visit.

Conclusion

Nigeria’s UN representative has publicly rejected suggestions of a movement restriction against Tinubu during the General Assembly. The coming diplomatic programme will show how the issue develops in practice.
